In order to bring about greater communication and organization, it is necessary to create a global network interconnecting vastly different communities across the earth. The system must be crafted in order to allow for the creation of a set of international rules, drafted and voted upon by the people themselves, these rules will represent a set of agreements not between governments but between the people of different nations themselves.
This system should also include mechanisms to vote upon the uses of money, either donated or collected, which can become a decentralized method for distribution of charity and subsidies.
